My 2 cents about spying system : like most of people I think I started by not liking it very much because you need a lot of testing before knowing what you can do with it.
That's probably due to the lack of explanation, wiki, tooltips about spying mechanics : you learn the hard way how many spies are needed for such task and what you can expect from scouting planes, cypher break operation.
So that's my first suggestion Pdx should take a little amount of time to refresh the wiki before any release il they want to avoid negatives reviewn from frustrated players that did not waited weeks of playthrough before giving their review.
Second problem is the spy numbers that you get from faction members who over advantaging the allies leaders. If you want to be better at spying, the required IC investissment is enough to make you think twice.
Third problem is the quick decaying network that make managing networks a bit frustrating.
As suggestion, I got 2 ideas.
-First atm spying is right or wrong but in real life that was much more nuanced. You should get wrong data sometimes (your agent get arrested and became ennemie's double agent maybe) Famous example is Richard Sorge, the soviet spy that predicted Barbarossa : Stalin didn't believe his information because Sorge previously didn't gave him accurate intel.
Stalin also received contradictory intel from others sources, that's lead me to my second point
-Analysis : it doesn't cost much to recruit/train spies who are, all in all, singles individuals. What's cost a lot are the analysts / Spying department. The game should insist more about that imho, by not making the agency an initial investment with an hard limit on spy number but rather a continuous IC cost)
