Manpower increases aren't the answer.

The solution to the manpower problem is to eliminate colonial manpower counting towards national manpower and to increase the risks of using dissident minorities in your armies.

This would serve to control Austria and England's army.

The solution to limiting armies like the US, Italy, and France is to just increase costs. I still think divisions should cost between 5 and 10x as much. But the AI needs fixing for that kind of mod to work. Whenever I try that now, they don't care much about the increased cost and never build modern ships, which is a major peeve of mine.

It may be asking a lot, as it would presumably mean ever bigger data storage, but I'd also like to see a cost to update old divisions with new tech.

I also think that increasing army size rapidly should have an effect on every divisions organisation - as the number of experienced troops and officers becomes spread thinner across the army (perhaps once a nation has 6 Divisions, every increase in overall army size of 20%+ would run the risk of denting organisation?)

Also perhaps one way to hurt a nation would be to remove soldiers from the tax pool, or to reduce the amount of tax soldiers provide?

The key to limiting size is not manpower as Unknown says. Its costs. They need to cost more to build and maintain.

Plus, another key would be if the AI actually followed its AI. If you could actually get nations to stay around their desired military sizes and could actually get England to prefer ships over land units, a lot of issues would be solved.

Finally, colonial manpower is the main culprit now. Eliminate it from manpower pools and you will do a blow to the 200 division English army.

Another thing that would help would be if the game actually had a disband/demobilize AI. It doesn't now. Not at all. Soldiers are always soldiers and divisions only die in war.

Not to mention the forever living MW/FR fleets.

Err...make every division cost 50 mp and you'll soon find out that only countries buliding div's are England, China and mybe USA other countries won't have enough mp, because of AI military budget issue.

very true, somehow i think maintenance costs should be increased as well, also when new tech becomes available the maintenance costs should increase.
