Is there an ethos point minimum?

Do I need to use all ethos and trait points? Or can I make a "neutral empire" by not giving them any traits or an ethos of any kind?
In case it's possible: Is that society "unstable" then, so it could quickly change it's ethos because of minor happenings? Like, when they find space amoebas they want to be peaceful scientists studying them, but once they see Pirates in a specific area they will be militarists (at least in that area) wanting to exterminate the Pirates.

That's just a random idea that came into my mind. We've had a thread about increasing the limit, but none about decreasing it yet.

I know. It's still stupid if you think about it.
I never know how to respond to these sort of things, because the lack of understanding from the other person is mind boggling to me. Do you truly not understand that this is SUPPOSED TO BE STUPID, or do you just say "I know" to not look stupid even though you have no clue? This quote is from god damn Zapp Branningen, who is supposed to be the most inept commander in the galaxy, who spurs retarded nonsens all day long.

On topic, I don't think you can actually. Your empire has to care about SOMETHING. You don't become an empire if your only "opinion" is ehh~*shrug*. Remeber that fallen empires are those that became so indifferent that they only have, *gasp* two ethos points. Also without an ethos, if the chart someone posted in another thread is correct and if I remeber it correctely, you would not be elligable to any of the government forms.

Isn't the last column(Indirect Democracy, Plutocratic Oligarchy, Despotic Empite) supposed to be a "free" column of governments, that can always be taken, Collectivist/Individualist restriction excluded?

Yep. They're sort of the generic government types. Hopefully they'll still be just as interesting as the others though.
