I'm trying to make a strategy as Turkey and I want to reform the Ottoman empire, but I don't see a way to invite ottoman loyalists without later on triggering a civil war.

I do the opposite, I set Kurdistan to "no garrison" and let them revolt at the earliest opportunity, that way the state modifiers go away permanently, no waste of political power, and I get a bunch of army experience.And don't waste your PP with the Kurdish decisions. just put them on Martial Law occupation policy until you have the reconciliation occupation policy unlocked. It might also be a good idea to research Military Police I and II, and add them to your Horse division to keep the Kurds from rebelling.

Haven't seen that video, I just saw someone say to do it on discord and it turns out to work well.I just watched FeedbackGaming's Turan run, and I am changing my position to be in full agreement with you. Letting the Kurds revolt is the better strategy. I had no idea that the Kurdish modifiers were removed permanently once you defeat their full rebellion.
