As far as I know the revolution command from hoi2 and the dissent + coup mechanics are gone and the only way to get it to happen is to stage a coup or support your party until they win elections - it shouldn't change the country's name though, although a USSR that was democratic would throw the game through a loop as it wouldn't threaten the allies at all - so at least there would be peace post-Hitler lol.

You can stage a coup, but you would need to first support your party until it had a large presence in order for the coup to work.

If you feel up to it you can modify the country files directly to make it democratic as well, but you'll probably need to manually add in ministers as the Communist ones likely won't work anymore.

Actually, you can try a coup, but it cannot succeed, because coups agains faction leaders never do.
Also the party support is irrelevant because couping isn't an option and there are no elections in the USSR that could get a democratic party in power.

The options I see are executing an install democracy wargoal against the USSR (of whom I have heard rumours about not always working as designed) and modding either the savegame or the country starting file.
Doing so will most likely break down the entire event chain for the USSR, (and from Summer '39 onward also affect Germany), for some events require Stalin to be in power, and I guess it is a reasonable assumption that Stalin wouldn't be part of a democratic government.

About fascist USA, the differences would be much smaller, USA is too neutral to do anything before Japan attacks, and since Japan is usually a member of the Axis, they'd join the Allies anyway (or the Comintern if the Allies have lost a lot and the Axis is at war with the USSR already). Fascist USA might be stronger than usual due to mixxed industry, though.

I did a trial with the USSR once. From the start of the scenario no IC was assigned to consumer goods which in turn increased the public disorder rate. After 6 months the percentage had reached 99%, Stalin was still in power and no coup or civil war occurred. The only noticeable effects were the obvious loss in available IC and the decreased popularity of the communist party.

Mod the game so it is not part of the comintern, and change the government and alignment so it is like the US's. If you have to, switch the political party of ministers.

If you are from the Allies, you can declare war with a goal "install democracy". Without war, you can send spies with a goal "support our party". If your government/faction is fascist, you can indirectly install fascism. If your government/faction is Democratic, you can indirectly install Democracy. If you are playing as the USSR you can install indirectly communism on a country! Indirectly means that if the country is from a faction, the faction wonb't change, but the support foir the party and the rulling party itself will change.
Another idea is to puppet the targeted nation. If you are in a faction, that nation also joins it.
