is there a way to get the estate mission giving claims to somewhere

Mission are given random I am afraid. There is no way to ensure getting a certain mission.
You can try and avoid causes for certain mission (e.g. keeping your manpower up, building manpower buildings, having no coalition). This should increase your odds for getting the claims mission from the nobility.

Having 2 nobility estates like rajputs and umera helps
Supremacy over the crown also help to give diets more often

Rule out alternate estate missions; have high manpower reserves, low inflation, no overextension, not at war, don't have colonial ideas, don't have buildings unlocked, etc. when you call the diet.
As a result, I think at the beginning of the game it's quite likely you'll be able to get claims, but later on its quite rare (depending on your situation).
