I have regularly have run into this headache (at least for me).

I have the power to give the claimant the land what he is looking for but i need to invite him to my court first. He claims i can't fulfill his claim and i can give him his claim at the same time.
How do i correct this so i can actually invite land claimants?

AFAIK, not a whole lot. Those things are hardcoded. What we can change is: opinion. You could make a decision or event to draw claimants to your court, but you can't touch diplomacy directly.

That's not a bug. The tooltip is saying that King Adam I has the power to press the claim, due to the military might of his realm, but not the ability to press the claim, probably as as result of being allied to the top liege of the realm where the courtier has a claim.

e.g. If the courtier has a claim on the Duchy of Brittany and King Adam I is King of England, King Adam would probably have the power to press the claim. If King Adam I was married to the daughter of the Duke of Brittany, he would be allies to the Duke of Brittany, however, so the AI interprets that as not having the ability to press the claim, as it would require attacking an ally.

This is the kind of thing which really annoys me. A simple diplomacy screen would solve all problems like this, where you give a title in exchange for that character coming to your court/being your vassal. It would also allow you to bargain with vassals - trade a duchy for a county as their king, for example.

It can also happens if you already own (or one of your vassal) owns the lands, so that character doesn't expects you to give it away. That makes sense somehow, and if it didn't exist, it would be too easy to get some folks to your court, letting them think you'll give them away the lands while you have no intention at all. Of course, I can only agree with Spartan, a system based only on yes/no as possible replies is very restrictive - definately sad on a game based more on diplomacy than warfare. That's still good as is though.
