Well, I haven't committed to buying the revolutions expansion since this game is still not making much sense. I've been playing the VIP version of the game as the USA. While I have been able to stay #1 in prestige most of the time, and have made friends with England, I haven't been able to industrialize very much. I got to the point where I could build a machine parts factory, and did so, but no workers will go there, and I just can't figure out how to make em. I converted craftsmen to clerks because I read somewhere that clerks are better, but they just sit there unassigned. There is another factory (fabric) in the state and it is sitting at 2/5.
This game just makes no sense.

As mentioned above, the game does make sense, it just takes some time to learn the ropes...

I have found the Guide to Revolutions a very big help in understanding the game, of course that requires you to buy Revolutions first. This, in turn, is an excellent thing to do, as the indutrialization is sooo much easier with that expansion (your Capitalists will build factories by themselves).
As mentioned already, converting craftsmen to clerks is a very bad idea, as:
1) you pay money twice (labourers/farmers -> craftsmen -> clerks instead of labourers/farmers -> clerks)
2) you take away workers from your factories, thus decreasing your industrial output
3) you now have a lot of clerks who cannot work in the factories as they need at least the same number of craftsmen pops in a factory to be allowed in
If you had simply converted labourers or farmers to clerks, all of the abovementioned problems would have been reversed (thus being good things then)
