Is there a trick to maximizing apartments...?

I have noticed since playing the game that apartments show 16 of 25 households or 19 0f 26 households. Is there something that can be done to max this out; ex. 25 of 25 or 26 of 26 households or is this something the game has control of?

It's the way the game works. There's a mod called Fill The Houses in the Workshop that I use. It can conflict with other mods that affect various capacity things but to my mind it's worth using.

Thanks to you both. I may use the mod, but I don't think it's bothering me right now, I just noticed 19, 20, 21, 22 & 23 out of 26 in a certain type apartment (all were level 5) and got curious.

Work out why they haven't gone to max density. Often because there's not enough services of one form or another. Hover the mouse pointer over the building icon towards top-left of the display panel and it tells you what needs to happen for things to be better. Maxing out services generally requires more buildings and things (eg parks) than you initially expect.
