HoI3 FTM map: Is there a web based map tool to measure/ provide distances between provinces? I want to use it for base building purposes. I can only measure distances from airfields I own with a plane in them atm.

If you select one province (just select the province not a unit), and then hover the mouse over another province, there should be a display of the distance between the two provinces. (Edit : this is in TFH, though, not sure if it applies to FTM).
no, the only way would be to put an HQ in the target province and try to attach a random division to it. That should give you the distance. Otherwise it is a guessing game. Usually in Europe if you count about 70-75 km per province, you should be pretty close.
