The 19th century is an important development period of Parliament and cabinet system. Is there a parliament and cabinet system in the game?

They haven't covered politics in detail yet.

We do know there are interest groups that you have to balance the demands of. They are looking at adding a political party layer as well. That's about all we know for certain about politics so far.

The current DDs are covering what the basic building blocks of the game are (pops, buildings, goods) - they will probably get onto how all these blocks are used / work together sometime after the summer holidays.

They mentioned you can specifically invite Interest Groups into your government which is sort of like a cabinet system?

I wonder if it'll cost authority to do that or if there's a limit depending on government type/ tech or some other system.

At this point as far as we know and can deduce from screenshots there isn’t. There are Interest Groups, you can put them in the government, and you can pass reforms depending on how much they support them. But otherwise it doesn’t appear there will be an Upper House mechanic like in Vicky 2 or that there will be a cabinet with ministers in it.
