For a Hive Mind empire, I'm thinking of Ascetic and Divided Attention. Really wish I knew what they both did!

We're only seeing Civics eligible for their ethics selections. On the other hand, consumer good numbers can vary as well. Having environmentalists with Utopia living standards will be a fair bit easier than non-environmentalists with Utopia living standards.Mineral Output +10% seems strictly better than consumer goods -10%, since not all your minerals are spent on consumer goods.

Okay looks like Meritocracy has been seen. It apparently gives +1 to Leader skill levels as well as those in the Leader Pool.
Apparently it's similar to the Talented Racial Trait which is a bit odd. Why create a Civic for something that already exists as a Racial Trait?

Think about it rationally. If your livestock are forced into chemical bliss, they won't be able to be upset because they'll be too drugged up to care.
