Is there a cooldown/limit for making hybrids from the same parent species?

I was trying to breed in a Tomb World preference onto my main race, first attempt failed as the hybrid inherited Artic World instead. After that I planted some colonies with just the main species and the tomb world species and prioritized the main species growth while cloning the other. I waited for over a 100 years and no new hybrids emerged (Could be the same hybrids appearing and I couldn't tell the difference). I had about 6 planets doing this exclusively. most other planets have both species as well.

Is there some sort of hidden function that prevents two species from making hybrids with each other more than once? Is there some kind of hidden cooldown in place? Is Tomb World Preference uninheritable? I remember encountering the same issue some years back.

Some other questions I cannot seem to find answers to:
Can hybrids themselves create more hybrids with other species of hybrids?
Can pre-sapient traits like "Proles" be inherited?
