1) Yes, it's easy. Look in the country's events file and find the number of the event you want. Open the cheat window and type "event" and then number of the event and code for the nation you want to inflict it on - no country code gives it to yourself. For example, suppose France has been eliminated and you want Brittany to inherit Burgundy instead. You type event 3319 bri.

2) No, there's no way to do this.

or search through the event files to see if any nation has a forced DoW on either of the nations you want at war, and trigger it for the other.

You can trigger events for any nation by typing into the F12 window "event xxxx yyy" without the quotes, where xxxx is the event number and yyy is the nation tag of the country you want it to fire for. If you don't put a tag, it'll fire for you.

Also depending on the effects of the event whose direction you wasnt to affect, you could either fire it off a couple of million times until the AI picks the option you want, or go into the event files and make the choice you want choice a

Not in game, but you could always write an event containing a variation of this line:
command = { type = war which = PER }

For #2, save your game, and reload as that other country just before the date of the event. This is also a great technique for setting up the kind of game you want.
Playing England is a disappointment unless you have a strong France to contend with. Austria can also be a letdown if the Ottomans aren't knocking on your door. So play the future opponent.
I started a GC with England, intending to lose my continental possessions to France, hoping it would jump-start them to a dominant position. No such luck. So I loaded as France, and built them a decent colonial empire and a huge navy, all the while avoiding the stupid little continental distractions. By the time I reloaded as England, France was a serious threat - and I trailed dramatically in ALL techs!
