If someone has a historical mod, then the leaders might be set up according to history. Still, this takes quite a bit of work and I am sure, debate even as people site different resources as to who was where and when, etc. So, I am not surprised that no one has done this. Lastly, pain as it might be to set up your leaders, (Germany in 1944 Scenario) most player perfer to setup their own leaders.

There is a big problem too of creating the INC files to have historic starting OOB leaders assigned. With various mods of the leader files you can't be 100% sure that any particular leader actually exists in the leader files nor that the ID number matches. Thus I think most of us have refrained from assigning historical leaders at the start (I've done a few).

Lothos Super AI Bundle has starting leaders for all countries. I do not know if they are historically accurate but they are usually good matches to the type of units that they are commanding. It also helps the AI since the AI won't pick some cruddy leader for a unit.. most common mistake is the AI assigning a commando trait leader to an army of infantry. Of course there is no way to add leaders for when the AI decides to split the armies or create new ones :|

I am not sure if this is exactly what the initial post is about, but I do a lot of re-arrangements at the start. In some games trying to be more historical and in some games totally in my own judgement.
I did try out tools for leaders, but it was a while ago and I can't remember if the tools could manage units commands (linking of leader to unit/stack). It would be nice to have sets of schemas for this. Not necessarily for all leaders, but for any leaders you care to use. You apply the schema to a saved game just at the start, and there you have it: your very own arrangement with 100+ mouse clicks less.

Some would perhaps say that this is an exploit as you probably only arrange (optimise) your own country leaders, but heck, I try to do that anyway while in the game. The only difference is that I would save tons of mouse clicks.
