I noticed that the game makes a big selling from chinese players on steam
HOI4: more than 57K copies

And the game can support chinese by moding it

So i want know is it possible to add chinese language in game
Or how many copies still needed to support chinese

There's some limitation with the game engine that keeps it from running hanzi, so there's a technical obstacle to making a Chinese localisation that isn't there for making Italian or Polish or whatever other alphabetical localizations. I'd really like to see one made eventually though.

That's true for older game (CK2,EU4). HOI4 and Stellairs do not have this limitation thus comminity translations are available as mods.

There are about 80 million Chinese who live outside the PRC. That's more then live in any European country bar Germany and Russia.

True, but Chinese ethnicity isn't the same as reading Chinese fluently. And there are two Chinese scripts, so you either need two localizations (a lot of it can be automated, but you'd still need to proofread everything) or you will exclude some potential customers. Unfortunately, the two biggest potential markets (Singapore and Taiwan) are split on this issue. Taiwan is the bigger market, but piracy rates are still very high there.

It's just unavailable on China-region Steam. You can get it from Steam elsewhere.
Technically you can get your account banned for doing this. This would be the same thing as Germans trying to avoid their censorship and they buy from some other market using VPN or other things like that. And I believe VPNs are outright banned in China, they only have approved VPNs which I don't need to tell anyone will not neutralize any ban that the government is responsible for putting up in the first place. Or you could also use it to buy games much cheaper from a region like Russia so this practice will get you banned when they catch you.

VPNs in China are not banned but "regulated". We are not barred from using VPNs but VPN providers are barred from operating without government approval. Using those approved VPN won't help anyone with censored content or privacy concerns but spoofing IP origin is probably still doable.

football manager does not support chinese for 12 years, but in FM2017, after they released the game, they make an update and chinese supported
I think the programmers are as good as SI's

you can show hundreds of reasons that should not support chinese by original or mod
Relationship between players and developer is a fair trading based on steam and game price
Paradox set the price and selling in china, we get game not by stolen or charity
there is a big amount of chinese players asking for chinese, obviously they can not understand english very well
and it is good for Paradox as well
i just present chinese players, i don't care players from other countries what they want
I'm talking about customer requirement, not baging

And less then live in Japan.

We also know that steam ( which is 99% of PDX games sales ) sells much more games in Europe and NA, then in Asia:

So since Asia have about 7 times the population but half the sales, each inhabitant in NA/EU is on average around 14 times more likely to buy Paradox games.

This means that 80 million Chinese buy about as much PDX games as about 6 million potential customers in EU/NA would.

For Paradox it probably makes more business sense to add Italian, Dutch, Japanese and a whole host of other languages before Chinese.

I'm not saying they shouldn't translate it to Chinese btw, just explaining why I don't think it's likely to happen anytime soon.
