I reached 14/15 (still needed Devon), but instead of simply fabricating for it, I went for something a little more ambitious:
- I pushed a weak claim of an unmarried woman, against the King of England (a boy of Wessex [they'd retaken the throne from the Normans])
- Before claiming victory, I married the woman.
- We had a couple of children (a girl, then a boy).
- My wife, now Queen of England ruled for a few years, but managed to get herself killed on a battlefield in Scotland.
- My Son inherited, but being Breton, he was soon assassinated.
- My Daughter then inherited, and fearing she'd go the same way, I requested an invasion from the Pope (I'd been buttering him up for years)
- During the invasion, as predicted, my Daughter Queen was assassinated - thankfully that didn't interrupt the invasion though.
- Won the invasion (sat at 100% for a long while, occupying as much as I could)
- At this point I expected the Challenge to be completed, as Devon had become part of my demesne.
- It didn't though, and I remain stuck at 14/15, despite controlling all the named counties.
I've tried, quitting and reloading.
I've tried switching primary titles.
I've tried creating the Duchy of Cornwall, and giving Devon to it.
The challenge says it need not be achieved within the 1st ruler's lifetime (I'm currently playing one of his Sons), so I'm a little stumped.
Any ideas what I need to do in order to fix this?
On a side-note, I'm making strong progress with the 'Pre-Emptive Self-Defence' challenge, as I've got the entire de Normandie dynasty in my (Breton dominated) court

I've just tried:
- releasing the Duchess of Cornwall as an independent (which took away 3 counties, Devon, Cornwall & Perche)
- forming Wales
- revassalizing her (actually, due to truce, I had to assassinate her, and revassalize her Duke son)
That didn't work either.
My guess is that the 'acquired counties' counter used by the challenge has become corrupted (out by one) due to my acquisition of Devon through an invasion.
I suppose I could test this theory, by releasing all the relevant counties and seeing if the counter goes to -1.
