I'm really not sure that it is.
- Not that many people know that the Suggestions forum even exists
- People look through the recent and popular suggestions only, which gives Suggestions a short window to "take off" even if people like them a lot before they disappear
- Popular suggestions at the top may no longer be particular popular, but just happen to historically have had a lot of votes
- There's no real feedback or incentive to post a suggestion, because it just gets lost in a sea of others and people rarely see them for discussion due to the above reasons
I feel like the Custodians would be much more effective with shorter bursts of requesting players share their priorities / frustrations, and using that to generate up to date lists of what might be worth working on on an ongoing basis.
