In my game as Italy, Germany somehow actually won against the Soviets. And, aside from my 450000 strong invasion force that I sent to help them, in addition to sinking the entire royal navy and cleaning up all the other fronts, they did it all by themselves. Yup.
Anyway, I decided I would take some land for myself. I took central Asia, Turkmenestan, the Urals, the Caucausas, and a little big of land east of Moscow. I also puppeted the Soviet Union. Whatever, this game is so ahistorical so far I didn't care. However, even though I double checked that I left a small amount of resources and IC to the SU (Omsk basically) and that the new capital that was assigned to them is in their territory, as far as I can tell they are totally broken. They can't stockpile any resources or supplies. I don't know why. They have a new capital, why isn't it letting them? Did I mess something up or is this just broken somehow?
I should note that I tagged over to them and did givemeall a few times to see what would happen. After a day all the resources just disappear. It's like they don't have a capital, but... they do... I don't get it.
