It's not guaranteed, I think; it depends on decisions you made earlier in the game. Requires a lot of Ottoman-specific meta-knowledge to make the best decisions.

Looking at the events, there is nothing you can do to prevent the janissary decline events.
But they are not guaranteed either and seem to happen before 1700, if they happen.
No event looks like you are forced to give up building janissaries, however (there always is a choice to retain the modifier)

My goal is to keep my current 140% Discipline. To that end, I'm wondering what the best course of action is. It's the end of the 16th century, and the dreaded 17th century approaches.

im not sure what happened to me but i got the decadence thing once then it gave me a choice to make a jannissary a king (6,5,6) so i accepted and the modifier was gone i still have top armies on earth :D

The decline events are all restricted to happen between 1600 and 1700 so if you get lucky you can have no decline at all, or at least get away with just level 1 decline and still keep the full Janissary bonuses. I feel like these events could do with a bit of reworking, they're not very compelling right now and it's quite likely that they will never happen in the first place. At the very least the a lucky OE should have much better chance of the initial event firing, or even better, they should just start with it since the Janissaries were well established already by 1444.
