Is the Multiplayer DLC policy in Utopia still the same as in EU4/CK2?

It was my understanding that only the host needed an expansion in order for all players in a MP game to be able to play with them. However when i try to play with my girlfriend the dlc logo in the right corner only shows Leviathan (whihc she also owns) for her while both Leviathan and Utopia are shown for me.

Is this a bug or am i just misinformed about the dlc policy for Stellaris?

We will try starting the game anyway to see if she can access the Utopia features.

Edit: It worked as intended it was just that she could not see the dlc in the mp lobby.

Playing with two friends right now. Only one have the DLC but i play as Hivemind so... It works just like every other Paradox Game.
(and i think the other two buy the DLC soon)

In the MP lobby, did you who don't have the DLC still see it as enabled in the bottom right corner below the galaxy settings?

I don't play MP, but AFAIK the regular DLC the host has acive is enabled for everybody, only the cosmetic DLC (species) will not.

I played with a friend who doesn't has the dlc, he still could pick ascending perks, so works as intended for us.
