Very playable. I've even managed to have several offensive wars AND my allies turned up to fight. They seemed to create a lot of units before getting stuck in, so something has been done to address debt-spiral definitely.

Playable for me. Very much enjoyed working out the transition from heavy use of estate land in the early game to totally centralised as France. Much preferred to the previous way estates worked.

Debt seems better to me, Spain had 5k for ages but it’s vanished completely somehow... Otherwise I haven’t noticed any problems on that front.

Spain always in debt. Second campaign in a row in which I ally them to have them 5k deep by 1550, reaching 10k+ eventually. Most of the time if I want an ally to help me in war I have to pay off their debt first

Agreed on that - I wonder much Spain always having 5-6 colonists on the go contributes to that ? They're hugely expensive for the player, even with an expansion orientated game plan.

England Spain and Portugal deeply in debt, you may have a point there.

It seems likely, in my game as Portugal Spain was colonizing and running a deficit while having loans and not at war and way below it's force limit....Which seems likely really bad management.

But the best evidence for this is the colonial nations- they will send out all the colonists they have even if they can't afford it. In past games they wouldn't run a deficit to colonize, they appear to have rebalanced it a couple patches ago to use the colonists even if it drove them into debt. I remember having to keep colonizing after the colonial nation formed until they could afford to do it themselves, now they just start right up and get into massive debt. It seems likely that the colonizing countries are following the same game rules which they clearly told it that the priority is using every colonist because maybe you will make more from your colonies in the future instead of trying to balance the budget. Has some logic to it, but the AI really isn't good enough at the moment to do that, they need to go back to having a heavier weight to colonizing only when they can afford it.

There has been no substantial change in my experience, regarding the debt issue. I have played comparably little though I'm sure.
Just checked my 1640 Prussia game. I started this game with the 1.30.4 beta.

Major countries and debt:

France 1,100 debt. (Has been warring constantly for decades as they take the Low Countries. Owns large CN in S America.)
Spain 0 debt. (Despite me completely wrecking them and reducing their army to 0 manpower a few years ago. Owns huge CNs all over N and S America, plus Australia.)
England 0 debt. (Owns huge CN in N America.)
Ottomans 0 debt.
Mamluks 0 debt.
Portugal 0 debt. (Owns multiple large CNs.)
Poland 0 debt.
Russia 0 debt.
Papal States 0 debt. (Owns nearly all of Italy.)
Austria 0 debt.
Timurids 0 debt. (Owns much of Central Asia.)
Ayutthaya & Pasai 0 debt. (Biggest countries I can see in Asia.)
Vijayanagar 1,100 debt.
Malwa 440 debt.
Bengal 0 debt.
Yemen 0 debt. (Owns half of Arabia.)
Kilwa 450 debt.
Sofala 0 debt.
Betsimisaraka 0 debt. (Owns all of Madagascar.)
Kongo 740 debt.
Mali 1,200 debt.

This is just a sample size of one, but I have to conclude that debt is no longer a game-breaker like it was until 1.30.3.

That sounds really promising. Is the AI able to handle mercs?

Well, debt is definitely WAY better. The economic handling has been going down for a couple years, there was one patch they released where they taught it to use buildings- which was the high point, it has been going down slightly since as more complicated uses of money gets added.

They are BETTER at mercs, as they will still only reluctantly disband them and still disband some regular troops/then build new ones, but I have seen numerous mercs be disbanded, especially if they have hired multiple companies.

It seems so - here is how countries are currently engaging mercs in the same game:

If you look above you can see that countries with mercs manage to not have debt. FYI I didn't mention them above, but neither Venice nor Milan have any debt.

FYI just so you can see how the first 200 years of this 1.30.4 game played out, here you go. These are screenshots from 1640. As Brandenburg/Prussia I have focused entirely on Northern Europe, and so what you see is a good reflection of the rest of the game world evolving organically without a player. As you can see, the AI has been able to successfully colonize at a solid rate without crippling themselves, and the usual major powers are holding up pretty well.
