I occupy all of their systems and colonies but they appear to think they have more... Any ideas?

Do you have ALLLLLLLL of them or just the one empire you hate? The valmennax regime still has a huge amount of turf leftover.

Alliances have strange war effects. War goals act as though everyone was a single huge empire blob when you expect a lesser empire to be wiped out. Total war will wipe them out and is less headache overall.

Yeah, their allies are propping them up. Although, you only have 11 warscore to go to achieve status quo, so as long as you have claims on those systems, I'd just sit still for a while and let the clock run down.
