Is the fallen empire you get while using the Scion origin random or does it conform to your ethics?

For example if you play as a materialist or fanatic materialist will your fallen empire overlord be fanatic materialist as well, or will you sometimes end up with the fanatic spiritualist one instead? I actually tried this out a couple times with a spiritual empire of mine & got a spiritualist fallen empire both times but I just would like some confirmation from people who are more knowledgeable about the origin.

Update: Unfortunately chance does seem to be random & even more unfortunate is that the fanatic spiritualist fallen empire seems to have the greater chance to spawn. 4 out of 5 times I spawned using Scion origin I got spiritualist overlord.
