I have been skittish about purchasing the "Natural Disasters" expansion for C:S. I am not the type of person that likes disasters on my cities as I tend to be more of a perfectionist when it comes to rebuilding. Would it be worth it to a non-disasters person like me?
difficult question to answer. i was never keen on disasters in previous sim games (partly because i was like you, everything must be perfect, plus i hated the stupid robots and aliens ones). however, i've started playing CS again after buying Natural Disasters but pretty much ignoring the game until Mass Transit. now that i have disasters turned on it's quite fun dealing with the disasters. fixing the road network can be tedious, particularly if your complicated interchange gets destroyed, plus when you click the evacuate button and all your citizens go to your rescue shelters it's fun watching your income rapidly decrease and all of your services turn off: i've forgotten to press the release the cims button a few times so watching your city crumble to nothing because everyone is still in the rescue shelters and all of your crematoriums are turned off so no one collects the disastered-dead and you have no income is fun. (pro-tip, don't forget to release the cims from the shelters). it can however be annoying when you have three thunderstorms in quick succession.
basically i hated the idea of "Natural Disasters" but it's actually quite interesting, plus you can always turn it off if you like.
If you aren't interested in disasters there is still a lot the pack gives if you like certain things for aesthetic reasons. First of note is helicopters. You can get helicopters for all your emergency services that are fully functional and do fly to emergency sites to help. Second, and my personal favorite addition from the pack is the water outlet. It creates a water source for you so you can make new rivers and lakes. Lastly, a lot of the disaster buildings simply look nice. There are 2 sizes of antenna, one a big towering thing with cables holding it up that I love the look of. There are these wilderness watch towers that add a bit to the looks of your natural areas.
As for the disasters themselves. You can simply toggle them off if you don't want to see them at all but they aren't so bad. Most of the time all you have to replace is your roads. Everything else gets salvaged by your emergency services and can be rebuilt with a click in exactly the same spot it was before. The worst case scenario is the meteor which creates a crater. Its never all that large though and the terraforming tool has a flatten land function. Just click next to the crater then drag over the hole and it fills in.
Helicopters are my favourite, and for me, worth the price of the DLC (you may feel differently). Medical choppers pick up sick Cims and take them to clinics. They will land on helipads on buildings, or on the street if none present. Police choppers patrol the skies reducing crime. Fire choppers help douse fires.

You can't really see, but "Parkville" has little picnic tables and things like that scattered around the place. There are a lot of "one prop at a time" parks, but there are also some are built-in parks. You can see a lot of trees.
And then "poof", up in smoke.
What a mess.
And it happened a lot.
Now a lot of the time I just leave big ugly empty areas, as they are flame resistant.
