Is the difference in diplomacy between easy and normal that immense, or is some racism modelled into the game? (not saying it's wrong)

My first run was on easy as Hamburg, and no matter what I did, there was always at least one great power who was willing to be swayed and fight the war for me.

My second run is on normal as Formosa (Min Taiwan, released from Qing). My early game conquest centered around Indonesia on both runs.
On this second run, with very few exceptions, there is no sway possibility at all. Most of the wars had to be fought on my own.
Of course it makes sense to have to fight your wars yourself, but I'm just wondering if this is due to the difficulty level, or is there some element of racist tendency in the decisions of European powers.

Don't get me wrong, if it's really a racism issue I'm all for it, it's a historical game. I just wonder why things are so different.

I had 50 relationship with Austria and 30 with France, hoping them to help me fight war of recognition against Russia.
They'd have none of it. I had to take on Russia on my own. (which's not so hard considering center of Russia is so far from its own Alaska, which I added as a war goal after seeing no one would join me)

Simple war against Malayan minor (Johore) saw Vietnam and Qing decide to get in my way too.

Both times my infamy was 0 before declaring, so infamy isn't the issue here.

As a little sidetrack flex, I won this 1 vs 3, 26 vs 823 war. Took 5 years and 3 months.

Unrecognized status is a big thing when it comes to diplomacy.

European great powers didn't really take Japan seriously until it won a real shooting war against Russia all by itself.

Playing Persia i was able to make France joins my wars but they don't like me to become great power.

Relations goes into deciding if they will help you or your target. If they don't like you they may side with your target. If they are protective of your target they will likely join to defend them. etc.

Though I do think it's weird that you have to actually demand recognition. Japan didn't set out to become recognized, it was just a side-effect of winning. There was no "wargoal" per se. Winning any actual war against a GP, at least one that involves any actual battle, should just grant recognition as a byproduct imo. Same happened with the US getting recognized by beating Spain, they were just trying to carve out their Caribbean sphere of influence, but it certainly served as a "ah, there's a new player on the stage" moment for Europe.

You mean as opposed to threatening war to curtail their expansion after the 1895 Sino-Japanese War? Or Britain relying on their support in the Boxer Rebellion?

Honestly, the Russo-Japanese War of 1905 did more to prove Russia weak than Japan strong.
