What I assume is that this 'chapter' structure is meant to lead towards less DLC bloat compared to other paradox games. So that its easier to see what you can buy and when it was released.

They should then release it as an Expansion pack, like the first one, rather than the bundle thing they're doing.

An expansion pass you can sell in any store.
Bundles are only available on Steam, Xbox store and Paradox store.
