is the antagonize outcome RNG?

I spend years of ingame years antagonizing different People and most of the Time I only managed to insult them.
A few times I got to duel them instantly.
way to seldom I actually managed to rival them (so that I can duel them).
Only once I got a strong claim on a title.

So I would like to know is it RNG?
Or do my traits have a effect, like cruel gives me The Option to Call people ugly?

I would love to get more cool events like dueling or actual claims (!), but It seems so random and rare so that I dont even want to antagonize anymore because everytime I get an outcome its a -40 opinion hit and its way to frustrating and tedious to deal with

If you lowered your target's opinion enough they should become your rivals.

I think duels are issued by the target, so you don't have an input, except from accepting or declining.

You can get claims that way??
