Yeah, it is very dumb. Some folks carved Cornwall out of England in a previous war and then England declared on it with no CB instead of using the Reconquest CB. In the end, Cornwall was annexed with 8 BB, which is totally dumb. The A.I. really need to be taught how to link its objectives with CB's.
Oh and yeah, I once got curious about what my nation would do in the hands on the A.I. So, I logged into a save game as another country. The very next day - my country DoWed on a weaker country it has military access to and took a -5 stability hit (rather than removing the access first...). What a retard.
One thing I find to be quite lame is that the A.I. can be easily abused using the alliance system. In the current game, Burgundy's the predominant military power in the world and I allied him in a war against some African tribe. The very next day, I DoWed on one of its vassals with the Purge Heresy CB and took a sizable chunk of its territories out. Burgundy couldn't do a single thing because the game mechanics prevented it from declaring war on a country which it is allied to in a war and I suppose it probably couldn't white peace that African tribe soon enough (if even tried to do that). I pulled the same trick numerous times to circumvent other guarantees and alliances. This really needs to be changed.
