Is the AI for some reason reluctant to demand money?

The Ottomans attacked Byzantium (which I forced them to release), and I was called in as the only Byzantine ally.

After some 4 years or so of me defending the European side of the Bosporus, we got about 50% war score, almost entirely from me killing Ottoman armies (about 0.5M). The Ottomans were drained of manpower, deep in debt from mercenaries, and had no enthusiasm left. Byzantium for its part only occupied some insignificant island on the Greek side and did nothing else.

Finally, Byzantium makes the peace. They took their little island (2% war score) and... that's it. No money, no war reparations, nothing.

Why didn't they get money, at least? It's such a waste of so much war score. I almost regret not extracting the cash from the Ottomans myself and leaving Byzantium to its fate.

Having debt and low manpower doesn't eliminate other considerations from peace deal acceptance such as relative size of military, holding their capital, and so on.. That island may well have represented all they could get that the Ottomans would accept the deal. In my experience the ai typically loads up on war reparations and cash instead of taking all their desired lands if they can generate enough war score (with the recent addition of burning capitals also being high priority).

The Ottomans had low enthusiasm, and I was holding their capital Constantinople since the beginning of the war for years. I don't think it is the case that the Ottomans would not be willing to accept 25% war score in money in addition to the island given that they were 50% down and wanted out. This is not exactly demanding something without controlling forts in the area.

...

I have a thought.

Were you occupying it in your own name, or had you transferred occupation to Byz?

I was occupying it on my own (I didn't want Byz to get it).
I'm just thinking that might have interfered with the peace deal logic...

How? You think Byzantium set aside a certain amount of warscore needed to take Constantinople even if they couldn't take it?
It wouldn't surprise me, at least. (EU4's internals are very obviously made of tentacles and hate, given some of the weird bugs that have persisted for ages.)

Could it be, that the Ottomans sent the peace deal offer, which Byzantium accepted? Being at only 50 WS Byzantium might have wanted to continue the war, given the AI's tendencies of going longer then they need to, and in this situation I could see the Ottomans offering a subpar deal (as the AI often does), which the Byzantines in their infinite wisdom accepted.
