I don't see how it could. No matter what time the game uses the big powers are going to have to plan attacks in different time zones. A view time zone button would help work it out though.

The time corresponds to the time you see at the top of the screen (GMT).
If it went by military time for each time zone, how would you know what time zone it was for a particular area, and when certain units were set to attack?
