Is technology speed bugged in 2.2.4 ?

It shows "0 months" for the new techs to be researched on a brand new campaign (no mods and default settings) and after a month it goes to 90-100 months. Am I going crazy because I really don't remember the initial techs to be so slow ? ( Also what's up with the "0" months needed for the techs to be researched after you pick them ?)

Initial techs got quite a bit slower in 2.2.

I suspect the "0 months" and similar issues with resource display is part of the performance optimization the devs have done. They are updating the UI infrequently so there are more out-of-synch data displayed to the user. This issue self-corrects so long as time is flowing,
