I have two fleets composing of 3 ships designs. The design specifics are not important, what's important is that Battleship Design Alpha shows a speed of 177, Battleship Design Beta shows a speed of 176, and my Titan shows a speed of 175. First Fleet has 20 Alpha Battleships and a Titan, and Second Fleet has 20 Beta Battleships and a Titan. Either way, the slowest ship in the fleet was the Titan. I guess I assumed the fleet only went as fast as the slowest ship, but somehow First Fleet always pulled ahead of Second Fleet when ordered to move to a far away place.

So, how does speed factor into fleet movement if it isn't the fleet moves at the speed of the slowest ship?

You'll not see a noticeable speed difference between 175 and 177. It's almost certainly, as other have said, some outside bonus, likely from an admiral that has a trait that increases movement speed. That would most likely be Aggressive, Gale Speed, or Scout - or Lethargic on the other fleet, since that one reduces speed.

Also is fleet speed buffed by level?
No, Admirals give +3% Fire Rate per Level.

So, how does speed factor into fleet movement if it isn't the fleet moves at the speed of the slowest ship?
It's supposed to be as of 3.1:
* Fixed fleet speed being dictated by the first ship in the fleet instead of the slowest one.
There's always a possibility of it being re-introduced in followup patches, though.
