When we form Ruthenia, is it supposed to represent Kyivan Rus or the Cossack Hetmanate?

Hm, then it's incorrect historically, as Zaporozhian Sich and Cossack Hetmanate were two different political entities, holding different lands. And not even always agreeing on things politically.

it's althistory so it is what you want it to be when you make it. This is afterall a sandbox game

Not to mention that there is some simplification required... it's just a game and we can't multiply the number of tags.

As a sikh i find it extremely offensive that punjab is Islamic in one start date to represent a mughal princeling
I understand. Then I see it feasible to give Zaporozhia more lands in 1649 and make it a vassal of Russia in 1654, with the Western part going to Poland in 1667.
They don't update timeline beyond 1444 start date so doubt it

If you form Ruthenia as Zaporozhia or a cossack breakaway nation with the Sich Rada government, you keep the government form and get different ideas (cossack ideas) rather than switching to the normal Tsardom government and Ruthenian ideas. So I guess Ruthenia can be either.

Mughal and Durrani rulers invaded / dominated Punjab at many different times, even destroyinb the Golden Temple a few times as well. I think firm Sikh rule over the region wasn't achieved until mid 18th century. So I guess Punjab being Muslim at certain times makes sense. Only the country's symbol would be somewhat unsensical, but we all know EU4 doesn't have dynamic flags.
