Is resettlement automatic at all?

Does resettlement happen automatically eventually in Le Guin, or do you manually need to move pops between planets with full employment and planets with open jobs?

I was also wondering the same. The UI doesn't really make it clear. If anything it looks like immigration and emigration are just modifiers applied to pop growth or decline. There doesn't seem to be anything more than that to it. I hope I'm wrong but for now at least I will just move all my unemployed pops to my ringworld with the 200 empty jobs by hand.

No, half the point of the new system is that Pops won't leave planets and move to others on their own anymore. This has been explicitly mentioned many times; in dev diaries, pretty sure in the new tutorial, etc. Resettlement is for forced displacement, but natural immigration/emigration affects Pop growth and decline.
Remember, a little unemployment isn't a terrible thing, and there's no need to fine-tune every single nut and bolt of your entire empire and its economy. Just like in the real world. You'll drive yourself crazy trying.

There's resettlement and then there's migration.

Resettlement is when you (you, the government) decide to move a pop. It's a paid process and has always been manual. Also "egalitarians" aka liberals used to hate it (it's their thing - to hate the state for trying to do what they exist for and exercise control to bring order). Probably still do, but it's been a while since I last looked.

Migration used to move existing pops (automatically, without any control, unless you count being able to turn it off) same old liberals used to love it. Probably still do. Nowadays however it does not move any existing population, all it swaps around is pop growth. But it's still 100% automatic and not controllable (again just toggle-able).

It DOES have housing and employment as factors so it should in theory somewhat help with managing numbers, but it also has other things as factors which interfere with efficiency of the resulting pop spreading.
