Yes, this could be it. Let's not forget that production is abstracted it HoI4; One "Artillery" equipment doesn't necessarily translate to one artillery piece, just like how one "Infantry Equipment" isn't just the guns on the picture.One way to look at an in-game ART battalion having 36 guns, is that it is in fact only 12 guns, and the other 24 represent ammunition, tractors and horses used to tow the guns, and other equipment necessary for their operation. This'd also be consistent with the amount of manpower an in-game ART battalion has, 500 men, which is close to what real-life ART battalions had.
