Is Printing Press bugged in 1.33?

Recently, playing as Austria in 1.33, I have this weird Printing Press birthplace:

For non-spanish people: It appeared in Argentina, in La Plata.

I thought that Printing Press MUST appear in a germanic province. That province not even has germanic culture, besides it is in another continent.

It's not bugged, this is wrong. Any (non-island) protestant or reformed province can spawn it.

Germany is special in that any German province can spawn it, regardless of religion, but the instituion has never been locked to Germany, as far as I know.

In my 2700+ hours, I never have seen pp spawned not only outside of germany region but outside of europe.

I've seen it in protestant Italian minors in a couple of times. Without knowing how it actually works I imagine each eligible province rolls the dice on it, and if it fails enough times you can end up with the institution virtually anywhere. Bad RNG's gotta be bad.

It shows up in weird places from time to time, but it's quite rare. I had it show up in the Horn of Africa once, no idea how protestantism had spread that far so quickly, but it happened. Never heard of it showing up in the New World before but if Spain and/or Portugal somehow flip protestant early I can see it happening.

Any protestant province can indeed spawn it. German provinces can spawn it regardless of religion. There just tends to be way more protestant/reformed provinces in Europe, and specifically in Germany, than elsewhere, which increases the odds of it spawning there.

Probably a heresy event from Religious or Humanist Ideas.

It could be the same event I mentioned for Horn of Africa: Humanist, Religious and I think Innovative spreading heresy.

Or just the non-idea group event that changes the religion in a province you're colonising.

It could happen that they got a protestant province back in the day, they expelled minorities and then they converted it.
