I would think that a mid-sized coastal empire with lots of Citizens and good trade goods should be pretty viable. A high Citizen ratio means better tech and more commerce income, and it should be easy to keep happiness high and optimize building placement for good output from a modest pop base. Mercenaries help make up for lower manpower.

Obviously you'd still be less powerful overall than a major empire, but you could punch above your weight.

I don't know how viable Commerce income is, it make a massive difference if Citizen and Marketplaces multiply each others effectiveness rather than their effects simply being added together. Also the problem with Commerce is that the amount of trade routes you have is limited and exports can be unreliable.

So your starting province has improved stability?

Can you do some kind of semi tall where you expand militarily into weak neighbours but then migrate all those pops into your core territory and leave the conquered lands empty? Or if you can't empty them completely sell them again to allies (can we trade cities?) after migrating all you can. You probably dont have enough mana for that but you might be able to do it to a limited degree? Anyway is there a maximum for pops in a city or any mechanic that would greatly go against this?

Pop growth is affected by population in the city, so if you import pops beyond a certain point then the natural change in pops will be decline rather than growth. I think the pop growth mechanics mean that similarly to Stellaris in the current patch you'll want to own lots of cities in order to have more pop growth, though it may be correct to migrate as many as possible to your capital province and keep the potentially rebellious provinces underpopulated.

Yes that is the case. But you can build graneries to keep your cities really big if you want to.
