IMO, both ideas are relatively well balanced and on the same level. It is the Forced march that is overpowered. Paradox should add some more negative effects to your stack while you use it. Like 10% attrition of something.
So, you are forced to disable it on 29th of every month and reenable it every 1st? 10% is a retardedly high amount that would turn Forced March into Forced Suicide.
However, the idea of adding something like 1% attrition could actually be a sensible change to it. But then again it would just promote getting Defensive instead![]()

While force marching you cannot resupply, so that's already a huge issue in foreign lands. I already mastered the "don't march around the end of the calendar month" method. But yes, Forced March is a whole new level of warfare that only nations with fully unlocked Offensive can play.

I do think it would be great if attrition, morale recovery, etc. were on, say, a weekly schedule rather than a monthly one.
