This was the first thing I noticed. Trying to raise my bureaucrats initially and then my clergy it seems to take way longer than before to have an impact. Since most countries only have the one national focus it seems underpowered now. This leads to even more staring mindlessly at the screen and waiting. I would like either some way to research more national focus points earlier in the game, or else make the national focus have a bigger impact for countries that only have one focus. It just makes the game so passive (which is already the main criticism of this game compared to HOI3/EU3) when you have to wait 20 years just to raise your admin or clergy to the optimal levels. Agree? Or maybe I'm out to lunch? I'm no expert with the game or anything so I could be wrong...

No, NF is not underpowered.
First, in fact, with all the new options, it is even more powerful because it offers more options to influence your pops.

Second, the effect you see is probably more a side-effect of lower start game income.

Third, you now receive 1 NF point per 0.5 million pops, so smaller nations will receive more NF during the early game.

This may be because the game is wiping out middle class pops for minor powers.

Check your saves. In my game, all my middle class pops were always devolving in large numbers because they didn't have over 90% everyday goods. Which they couldn't get because the game starts with 2000 tea produced and 3000 demanded. Unless you have enough prestige to get it, all your bureaucrats and clergy and artisans are getting wiped out. (I had zero bureacrats after about 5 years of this).

It feels slower because your NF is fighting against this tea massacre. At least it was for me.

I feel like it's useful, but underpowered none the less. Is this because the AI can't use NF correctly? If they can, I don't see why it should be so limited. I'd think making the player feel like they have even more control over their county wouldn't be a bad thing. However, I'd bet that the biggest reason it feels less useful now is simply because you are always looking at the numbers it's effecting. They also said there are some issues with certain counties that will be fixed in the first patch, so we'll see.

After playing another game this time as Argentina I really hope it is not WAD. I am devoting all possible resources to bureaucrats from the start of the game (100% slider, national focus, low taxes) and in 20 years I have increased the amount by like 0.3%. It's horribly boring to just watch pointlessly while your decisions have no effect on the game. A country devoting all of its resources to hiring bureaucrats should be able to actually hire those people. You should be able to offer so much in wages that educated people literally flock to the country from everywhere to take advantage of your stupidly overpaid government jobs. This would be the actual effect if a country literally devoted all of its resources to this purpose within the time frame of the game. Instead I just gave up the game because it was going to take 50 years of clicking through events before there was a surplus of bureaucrats in the country. Nevermind trying to hire clergy. Please tell me this isn't WAD...

The pop demotion problem has been confirmed by a dev and should be taken care of with the next patch.

If you want to "hotfix" it, you may go to your Vicky2\poptypes folder and reduce the tea demand for all pops a bit.

Yes, Vicky2's major problem is that players cannot control pops the way it is possible to in Vicky1. Makes for a much more boring and less involved game. I loved being able to make my pops into what I needed.

Well, I must admit I always found it a bit "gamey" to just turn pops into what I needed instantly. I need some soliders? *click* *click* *click* Here are some for my new 50 brigades.
I think it is good that pop-planning is now a long term goal spanning decades instead of days.
However, that means that pop promotion & demotion has to work properly. And with 2.1, it does not.

Nevertheless, I understand (and respect) that you dislike it. The lack of "direct" influence except for waging war is a problem.
Maybe adding additional depths to political and social-economical aspects of the game would help to compensate this.

POP 'dressing' was rather bad, new system is fine but government officials (bur, sol, off, cle) needs separate hard limiters that's definable by the player. If I want no more than a million soldiers, then they shouldn't get past that, no matter what I pay them. Encouraging and actually employing needs to be separated.

Yes indeed, i have recently forget to change the slider and i woke up with 5 % of burocrats and 3 times more soldier then i wanted ;)

In 41 years, with a Clergy NF, i made only 3% of the population clergyman...

Depending on your population, your starting Clergy population, your economic incentives and general economic situation, that's actually not such a bad outcome, I'd say.

Aye, 3% is a lot.
And considering that I sometimes need 4 decades to reach 2% clergymen, it was with an okay speed, too.

I agree that you should not be able to instantly produce pops. But for certain ones like bureaucrats it represents government hiring. So the realistic thing would be to instantly be able to hire as many as you want but then take years for them to become as effective as you want. So the system should model this some way and not make it too easy I agree. But it's good to hear that the devs see this as a problem and will fix it. I'll hold off playing until the next patch.
