Is my system good enough to record at 60 fps and play at 60 fps?

I make videos on EU4 and because of the new 60 fps feature in Youtube, I was thinking about recording at 60 fps. I am here to ask if my system can record at 60 fps and play at 60 fps? And if not, suggest an upgrade that I can make for $400.

Specs:
CPU: i5 2500k (Not overclocked)
GPU: GTX 460 (non 1gb vram edition)
RAM: 8 gb

I don't know for certain, but my instinct would be to say 'no'. I think you'd need an i7 and a top-end video card.

you might have decent fps the first century or 2.
but by 1700s you will notice significantly longer saving times, and much larger overall frame drop.

But i7's are so damn expensive for what they are. Sure Intel processors are fantastic at what they do, but for the pricepoint, AMD, on paper, takes the cake with their new fx-8320E. 8 cores and a very good overclocker, but obviously intel's i7 is better but for $335, it just doesn't seem worth it.

I doubt i7 vs. i5 will make much of a difference. Both have four physical cores and EU4 usually stresses something like 2½ (caveat: on a four core/thread CPU). Whether recording needs more CPU performance depends on the software and what encoding you are doing.

GPU performance is more of a concern, but depends also on what resolution you use.

Why not simply test?

i use intel core i5 4200u with a Gtx 860m gpu and i run perfect untill the very late game.
the first 250 years pretty smooth.

I feel like the easiest way to check is to just go check.

This question also depends on what program you're using to record with. If I recall correctly, FRAPS is fairly resource-intensive, but a program like dxtory isn't quite as intensive. Even something like OBS can be used for recording, and that's fairly lightweight, so it really depends on what you're using.

I Use Fraps to record, but I just remembered that Nvidia's Shadowplay is a thing. So what I am thinking about doing is keeping the i5 2500k and getting a better cpu cooler for overclocking, and get the new GTX 970 so I can use shadowplay. Does anyone have any experience with using Shadowplay?
