Can anyone explain this to me? I feel like i math seems to be a bit wrong here!

How can commies field 2.31-2.76 million manpower and yet have loses of 2.77?
At first i thought maybe it is fielded now and loses are overall in war, but that seems to be way off since it is not possible to create army of over 2.5 millions in like 4 - 5 months, that is how long this war is fought, because at start of the war commies manpower was about 2.5 mil, plus their fielded armies seem very low on health ....
Am i missing something or is this some kind of bug?

The Soviets don't lack manpower. Even on 2.5% of the population, they get about 2.5 million manpower. Let's not forget Socialist Science. As losses occur, you replenish divisions. This includes manpower and equipment. The USSR might have equipment shortages (I tagged over to the USSR when I was playing as Germany, and they had -250k infantry equipment, among other things), but they have a large manpower pool which they easily replenish their army with.

It's currently fielded. So they've used over 5 million men in their armies since the start of the war. Initial men, replenishment and new units all included.

so they're fighting with sticks and foot wrappings and undershorts... like the French and several other countries seem to.
I will say it's the tech, and tactical differences... or should be since The Russians have lower tech, and Lower tactical brilliance at the time... ie Germans had weaker tanks, but would destroy the Russian ones left and right since their idea of tank battle is driving in a straight line as it were.... anyway Human wave tactics verses Germo-Prussian military tactics will do it.

Sometimes I wish you could choose not to replenish units unless the equipment is there..

Yeah I did bring this up in an earlier thread. You should be specify max equipment replenishment- 25/50/75/100% .

10 50% equipped divisions can hold a larger front than 5 100% and are less likely to be encircled, IMO.

Throughout the war, AFAIK, only really the Americans had 100% equipped divisions.

The fielded manpower is how many men they have out in the field right this second. It is only shown as a guess since you don't have the right decryption level to see the correct one but the correct number is in that span given.

Manpower lost are the number of men that have been killed or captured (not modified by field hospitals afaik).

As was said earlier they have spent some 2.77m men in the war from their standing forces at the start and their reserves (manpower pool). Note though that just like you can increase your manpower through policies so can they and just because they had 2.5m reserves at the start doesn't mean they can't have 6m reserves now ;)

Most nations had full strength divisions, thing is they tend to lose numbers once the shooting starts... even the yankees lost men and division strength nearly buckled at the Battle of the Bulge

The SOV AI does not know how to war and has a very large manpower pool. These losses are mild in comparison to what you often see. In fairness, FRA AI is capable of loosing just as many.

One way to approximate this effect with the current implementation is to change the division template. If you swap a 7/2 template to a 4/1 template, you've cut the manpower and equipment allotment in half. Any extra, if you apply the template to a large division, goes back into the pool to be reissued. So, you don't lose anything if you reduce your division size to conform to the replenishment limit.

There are some subtler costs -- time to reissue that equipment, and I'm not sure what effect a template reduction has on the troop experience calculation.
