Is my ironman game broken?

So I'm playing as Brandenburg > Prussia, to get the goosestep achievement (I've played ironman since 2014 so I have no idea why I've never got this before).

However in the available achievements tab in the top right, every achievement is listed, including all of my previously attained cheevs, things such as 'get a royal marriage'.

This has never happened before, it usually only lists cheevs you haven't yet got and could get in the current run.

I still can't load a savegame from the menu because I am in ironman mode, so does this mean achievements should still fire?

Completed achievements shouldn't appear on list. I would backup save file and do a complete reinstall of EU4.
BTW - if you start new game with ironman does the problem still appear? If not - then something has gone wrong with the save file.
