The assimilation mechanic doesn't seem too powerful, you need to take a ton of provinces for it to work. The mission tree is very big yet it doesn't work as much as you would expect since it requires you to take huge chunks of land for it to work.

The -%25 core creation cost paired with admin ideas is very powerful, yes, but that alone isnt enough to be OP imo. So, what exactly makes this nation the best ?

1) You auto accept cultures that you have every province of reducing unrest significantly, even in newly conquered provinces.
2) You get a bonus for every culture group assimilated. There are some very strong bonuses there, like -10% CCR which stacks nicely with your national ideas.
3) You can form the mughals easily and often from a position of strength. Look at the Timurids. If they're stable, they're already incredibly strong and they can form the Mughals with ease.
4) The mission tree gives you claims on the entire India subcontinent, basically giving an additional -25% CCR on those provinces.
5) The mission tree gives a permanent 10% admin efficiency bonus, which is unrivaled by any other singular nation in this game.

I didn't know your first point, that is really strong. The second point, like I said, is hard to pull of since you need to own ALL of those provinces and lastly, your fifth point, I couldn't find that %10 admin efficiency in the focus tree, I guess I missed it.

couldn't find that %10 admin efficiency in the focus tree, I guess I missed it.

I was confused about that too and went looking at the wiki. Turns out you get that bonus from the event you get from conquering the Deccan.

No it stays until the end of the campaign whether you annex Deccan or not. You also get to instantly annex Deccan since the event that releases them doesn't remove your own cores.
Well, isn't that... a bit too OP ?

As Mughals you almost never have rebellions once you get your humanist ideas set up. The 10% admin eff is very helpful along with cheaper/faster coring.

You get another -10% coring reduction from assimilating a culture in India, think it's Jaunpur, overall if you start as Timurids with all your vassals and then flip to Mughals you're going to find you'll have a very easy time. Was my first world conquest with them

Probably In the top 3, but I prefer Oirat-Yuan--Mongol Empire now, as long as you kill the Mandate. With the TC changes money isn't an issue by 1500, you can raise all of China to buy tech and institutions, with Exploration you can easily own all of SE Asia and most of India before the Europeans show up, and have you seen Yuan ideas?

You don't get any bonuses from assimilating cultures, you get them from assimilating culture groups. It's the Hindustani group which gives the CCR. Which is great, right up until a horde gets an event that colonises a province and gives it your culture, blocking you from the bonus and forcing you to conquer your way through Oirat to get it back.

Strongest in terms of what? If you are asking in terms of WC potential I would say Austria's HRE revoke is the strongest option, but for ordinary WC yeah I think Timurids>Mughals is the best option with 35% CCR and 10% admin efficiency.

As of 1.30, I would say they are one of the best WC potential countries. Based on what we’ve seen so far of 1.31, the Shan countries would probably be the new WC meta since there’s a mission that, once completed, allows the player to instantly annex all allies

It is the best at taking lands personally.

It is not the strongest for anything other than coring land.

I think Yuan with horde government might be better. Not only they have adm eff + CCR but they can also raze stuff.

Definitely, hordes are better for rapid conquest.

The one benefit of the Mughals is you can form them almost immediately, you just need two provinces that are fairly close to you to do so.

Forming Yuan as a horde requires full annexing the emperor of China, that can mean significant conquests especially if someone in SEA takes it from Ming. On the other had, you could get lucky and an easily killable nation takes it, but that is far from reliable.

I think for blobbing I would go:

Austria to HRE vassal swarm (in terms of reliability, I would wager it is a fair bit slower than the others)
Oirat to Yuan
Timurids to Mughals
