I have a problem: I have too many direct vassals. That's 24 dukes and viceroys. My cap at the moment is 19, and my ruler is at his last legs so that number will drop soon. I can find no easy way of getting rid of a bunch of them by creating a new kingdom and granting that to a viceroy.
I can't transfer any of the dukes to be vassals to others as they're all equal.
So seeing as I can find no way to remove them, I need to raise the limit. Might drop Centralization to medium, as it would solve the problem, but could also just abolish the council and move to Imperial Administration.
Doing that would release the big players in my realm who are currently being held in check by having them in the Council and let them run amok on factions. Is Imperial Administration worth that hassle?
Any other easy solutions you see?
