If this is the best they can add to ck2 then yes it's time to move on.

I think so. It has been a good 4 years of Ck2. Its time for Victoria 3 and then possibly Ck3.

I don't think so, it's going to be at least 2020 before they start thinking about making a new CK, what with them still supporting CKII and EUIV and making more DLC's for them, then you have Stellaris and HoI IV coming out and what it's going to mean supporting them, and I just don't see them skipping over Victoria or even going on to make a new Rome or Sengoku game, or even pouring resources into a new Magicka.
I really don't see it happening for years to come.

No, it isn't. Crusader Kings II is a part of the current cycle, and as long as expansions are selling and new content appreciated Crusader Kings II will remain in development by Paradox Development Studio with a dedicated team.

Why do people expect CK3 to run better than 2? EU4 runs worse than EU3.

I have to say, HIP sucks, so does ck2+. No offense to the creators, but there are definitely people who like CK2 for what it is!

Between the game's engine buckling and the team running out of ideas (though with new blood in the system I'll reserve judgmenet on that part), I'd say that CK2 should be put to rest this year. But only after the game is fully patched after the latest DLC.

I think it's time to wrap it up and put a nice bow on it. Release a few more flavor dlcs and bugfix everything possible. Smooth out the edges and put the final touches on your masterpiece paradox. 
But then won't people have to upgrade their systems to play CK3, which is like, the opposite of what people want.
That's a fair trade-off in most people's view I think. The big issues were people having to upgrade substantially to continue playing newer versions of CK2; a game they had already paid for and supported for years. There was also the issue that many people suspected that the minimum requirements listed were inaccurate.
