Is it possible to skip a government reform level?

Hi,

Let's say I don't want to have any of the 2 level 2 reforms, but would very much like to have one of the level 3 reforms: can I keep my 100 gov points, and then go for 150 and buy the level 4 I want?

I do not see a "need to have a level 3 gov reform activated" condition but i'm quite not sure because the top bar says : 100/100 (even if my real value is 100.44 so higher than the "cap" of 100).

So, my only question: skippable or not?

There is no way to skip a reform level that I am aware of. Since you were looking for a cheat, you could just give yourself more reform progress with the console command reformprogress [number you want]. You would still need to pick one of the level 2 reforms first though.

There used to be some government reform exploits that would let you replace tier 2 with horde, shogun, etc. But I think those are fixed, and even so required a fair bit of effort that probably made it not worthwhile.

You certainly can go over the 100 or whatever number is visible. This is what happens when you switch governments from Horde to Republic for example, as you are able to unlock multiple reforms at once.

You can invalidate a reform after you've gotten past it in order to lose it and then continue picking reforms so long as you've picked at least 1 later reform. This is valuable in situations where all the reforms are net penalties.
