No way to tell for sure as nothing has been said about it, but I doubt it. The different types of commanders currently in are separate with no Hierarchy so there wouldn't be a foundation for it there.
Well... in theory, mayhap it'd be possible to code leader-selection for, and provide buffs from theaters?
If yes, mayhap it'd also be possible to copy-paste said code for each successive layer in the OOB..?

As i understand it plans are per individual army, which means that you have no groupable elements within creating and allocating units to each battle plan. If you have a 50 div army, it seems you'll have to sort and give orders to divisions individually, or just grab random bunches of divisions. It seems like a sub army grouping ability be hugely useful for large scale operations, in effect having hoi2-style pre-made groups to give orders to instead of loose bunches of divisions. But we'll see.
Do divisional commanders strongly influence strategic warfare? I think theatre commanders would be nice, but at the scale that HOI4 aims for from a player command point of view, the divisional commanders are irrelevant.
Centerbe is correct. Theatres and Divisions do not get commanders. Their is no hierarchy at all. Not sure how you would mod that. The OOB is HOI3 was not modifiable other than the radio range, meaning how far a sub-unit could be from it's commander before it lost the command benefits.
In my opinion only with a DLC. But this won't be happen because the most Hoi III players was confused by this feature and have modded their HQ range.
