When going through Russia one game, I kept making spearhead plans to run down the railroad. But the rails kept changing direction every hub, forcing me to delete their battle line, and redraw the plan

I was wondering if there is any way to say "Plan goes to here, and once here is reached, the plan continues onward"?

Yes. By default new plan adds at the end of the previous one (if you execute all at once, frontline changes won't matter for spearhead order - they'll follow initial path). Failing that you can press tab to change arrow's starting point while you're still editing it. Also you can make arrow take pretty much any shape by designating provinces it has to go through (fastest way would be holding alt for quick edit mode, then using LMB to drag around highlighted green tiles).

Modifiy the starting point of the second attack order. Move the arrow base so that it stands on top of the point of the first attack arrow. I think default for edit is shift + left click. It works for both assaults and spearheads.

You can chain spearheads by having an arrow to one place, then an arrow from the end of that one (at 90 degree angle, for example).

Claiming it "works", however, is misinformation. Units move blatantly away from 2nd order or don't execute it at all. This is not something that functions well enough to be usable in HOI 4.
