I would like to exclude people who are outside the 'de facto' kingdom. Is it possible to do that? Or is it hardcoded? If the latter is the case, is there any way to get around the issue?

I'm working on a mod to increase the de jure size of the empires to reflect the 'Universalistic' conception of that time, but I do not want people outside the HRE to vote for succession.

No way to do it AFAIK. Your direct vassals for that title vote for you. If you want the 1399 electors for the HRE, you'll have to rig up a way that only those vassals are part of the HRE.

In titular empires IIRC you don't have any de jure vassals so you can pick your successor essentially.
